The analysis shows that contradictions in the so-called "give-and-take" system slow down the resolution of the elderly's.

Starting in April as scheduled, an additional 50,000 won in basic pension for low-income elderly will reduce the poverty rate by 3.5 percent.

The higher the basic pension, the lower the effect.

In particular, single-aged households have less impact on reducing poverty, making the gap nearly double that of elderly couples.

Choi Byung-keun, a legislative investigator at the National Assembly, said, "I don't think any government will come in, nor will the basic pension be reduced. Then, the gap will get bigger, and we'll have to think about whether it's appropriate to give and take out pensions."

The government is considering raising the basic pension from the current 250,000 won to 400,000 won.

Experts say that the current system could worsen the poverty gap among the poor, and needs to come up with supplementary measures.
